Two text documents and approximately ten large drawings ("Development
Plans") were enclosed in Kara Homes distribution of the CAFRA application
to the Keyport Borough Clerk dated May 25, 2004. One text document, dated March
10, 2004, focused on watershed and other water related issues. This document
dated March 10, 2004 seemed highly technical in nature. This document did not
seem relevant to my personal concerns regarding Kara Homes' permit application
and proposed development. The second text document is dated May 25, 2004 and
entitled "CAFRA PERMIT APPLICATION". The text searchable PartialApplication.pdf
file was created by manually scanning portions of this latter document. In order
to minimize the size of this downloadable PDF file, Appendices A and B were omitted;
The "Resumes" section was omitted; and various drawings showing
habitat and geographical zones were omitted (The omitted drawings did not seem
relevant to controversial portions of the permit application; individuals with
more expertise than I possess may disagree. The complete CAFRA PERMIT
APPLICATION may be examined by visiting the Borough Clerk's office on the second
floor of the Keyport Borough Hall located on West Front Street in Keyport, New
Jersey.). Aside from these omissions, any other pages of the original
CAFRA PERMIT APPLICATION that are not represented in PartialApplication.pdf
were inadvertently overlooked or skipped as I scanned the original document --

If the site visitor's browser is properly

If available, the "Listen (Real)" listening
option based on the RealPlayer streaming technology permits the user to
jump from one section to another of the recording without requiring that
the entire recording be downloaded. This advantage partially compensates for
the necessity (inconvenience) of installing the free RealPlayer program or
Real Alternate Player software before accessing the recording.

the Keyport Borough Council Chambers recorder can be copied to the site
visitor's hard drive by using the right mouse button and selecting
